Leaving the nest takes time

These two are still young and do not venture far away from the nest yet. They sit here just next to their nest most of the time and fly round a bit in small circles but get back into the nest immediately at the slightest sign of trouble.

What kind of bird are those?  Sort of look like puffins...but it's hard to tell.
