So many cats!

Cats are the only ones who can bring their females in and multiply there, so there are a lot of them there indeed. Only males are permitted to live there or visit the peninsula. And it includes a prohibition on most female animals too (no female goats, cows or dogs are allowed). Cats are an exception because it is much more difficult to control them and because they are needed to keep the rodents at bay.
