Not a combination I would wear but it doesn't look terrible. I might retouch those roots though and refresh the blue. Unless she's growing it out in which case a hair cut is in order.
I can see it as either green or blue not sure which is it. I used to associate leopard print with the ladies with really big lips from Russia and Kazakhstan shopping in Sloane Street and blue hair with women who are into very different stuff and with very different lifestyles. Here these two things I used to stereotype people and see as pretty much mutually exclusive met together. And I think blue hair beat the leopard print in this case.
I am not into clothes and I enjoyed my summer in Moldova so much because most of the time I needed only one item of clothing, cargo shorts. Nothing else, shirtless, commando and barefoot. Awesome.
