I often see things here in Moldova which leave me with many questions. Like this bench in Chisinau for example:

So many questions.

Btw, it would take a devastating hurricane to turn the tall wind vane even half an inch. I wonder if it might have been meant to be turned by the bench flying by after being blown away (or by the people getting up from the bench bumping their heads into it).

To start with the two wind vanes on each side (but on different levels) of the bench look strange to me (it did not look like "art" to me neither did to locals who were also puzzled). Why are they there even though they can make sitting on the bench uncomfortable? Who made them and placed them there? Why two of them? Why one is tall and one is short? Does the wind differ that much 30 and 50 inches from the ground there? Why do you need two bins so close to the bench, one on each side of the bench (wouldn't one bin a bit further away be enough)? Etc.

Interesting place to have wind mill things.  I'd question why they were put there beside a park bench too.

I also find two bins on each side of the bench and so close to it a bit strange. Some serious commitment to cleanliness and comfort (ensuring that the distance you have to walk to throw your rubbish is not longer than half a bench?)

We have benches like that in Fairy Lake here in Newmarket. They are nice to sit on. I think that they are bolted to the ground here tho.

I´ve got another guess. It´s contemporary art. The statue of the Holy Trinity. The two wind vanes are Father and Son. (How else would you explain the difference in size?) And the holy spirit is invisible (sitting on the bench?).

Or maybe they wanted to make two fans to refresh the people sitting on the bench. But forgtot to install motors.

it strikes me as an attempt at artistic. Are those bins "usual" for the area? They seem a little odd to me, unless perhaps in the spring/summer they have flowers in them?

it didn't look like art at all and is in a very strange place. I could not let it go and next time I was near that area I went into the nearest building and asked people there. It turned out to be a former archery school for children and the shooting range used to be just there behind the trees (both are no more). So this is something the kids made to get an idea about the wind which is important in archery. So 'mystery' solved I guess.

Only the tall one does not turn and this is because they are a quarter of a century old. They did turn apparently but got clogged, etc.
