Hot in Singapore

Singapore heat was too much for this guy. But in about two minutes after I took this photo a policeman approached him, they exchanged a couple of words (I could not hear what it was) and the guy buttoned his shirt.

I think one cannot be shirtless in public places generally. You can have anything on, a tank top, etc but not fully shirtless I think. And fully unbuttoned might have qualified as shirtless in the eyes of that policeman. But I am not sure actually even though I lived there for many years.
