I can almost see that volunteer looking at the thick pack of posters in his hands and thinking "Screw this, I am leaving all of them on this fence and going for a drink."

I seriously doubt he would have managed to attach so many had he seriously been thinking about his next drink!

That's exactly why he managed to do so many and why he did them all in a row on one fence I think. Volunteers here are given batches of these posters and paid to distribute them to people in the street (not many want to take and it takes time) or stick them in different places. Once you got rid of all your posters you are free and can go for a drink. This guy really needed a drink and could not bear to spend hours distributing his posters. He saw this long fence and thought "Yeah, I will stick all of these bitches here in a row and be done in 20 minutes with my batch". That's the scenario that came to my mind when I saw this.
